(1)Der Zar, der Oberhauspräsident und dessen Stellvertreter, und die gesamte Reichsregierung haben im Unterhaus Rederecht.
(2)In (1) nicht genannte Personen müssen es beim Präsidium beantragen.
(3)Das Rederecht ist nur einmal pro Aussprache gültig. Für jede neue muss es erneut beantragt werden.
